Early Life and Transformation
Raised in the church, Pastor Frank R. Livingston’s journey to ministry was marked by significant challenges. As a young man, he became involved in drug trafficking and substance abuse, resulting in multiple addictions and destructive habits. These choices took a toll on his life and family. However, in November 1985, he experienced a profound transformation when God delivered him from his destructive lifestyle. This pivotal moment of committing his life to Christ inspired Pastor Livingston to dedicate his life to building God’s Kingdom, reaching out to others seeking deliverance from addiction and despair.

- International Evangelist: Conducts evangelistic workshops, leadership symposiums, revivals, and motivational conferences nationwide.
- National Roles: Special Assistant to former International Department of Evangelism President Bishop Elijah Hankerson III. Regional President, Church of God in Christ International Department of Evangelism Region 2 (Illinois, Iowa and Missouri).
- State Roles: Evangelist President of 5th Illinois Jurisdiction West, Department of Evangelism, Church of God in Christ.
- Community Advocate: Active in CADS (Center for Alcohol and Drug Services), Scott County Kids Board, and Davenport Schools’ Community Action Group. A certified Domestic Violence Counselor through Family Resources Program for DV Services.
- Prison Ministry: Provides support to Scott County Jail inmates and participates in court watch proceedings.
- Music Ministry: Founder of Way of Life Records 1995, specializing in songwriting, production, artist development, artist management, marketing and promotion and a ASCAP Licensed Publisher.

- June 1987-December 1991: Heavenly Hair Salon, Prescott, AR
- December 1991-1998: Special Touch Studio, Rockford, IL
- Founded “The Youth Spiritual Lifters,” an interracial interdenominational youth choir in Prescott, AR (1987-1991), promoting mentorship and community outreach. This organization counseled teenagers through rap sessions and one-on-one problem-solving while traveling to perform at churches and colleges locally and nationwide.
- Co-organizer of “What is the Necessity of Educating the Young Black Mind?” symposium in Rockford, IL, 1993, featuring speakers like Dr. Jawanza Kunjufu and Elder Robert Rudolph.
- Recipient of the Arkansas Traveler Award, presented by Governor Jim Guy Tucker, 1993.
- Speaker for FCA youth groups and other organizations, sharing his testimony and inspiring change.
- Worked with Rockford Public Schools District #205 and the City of Rockford in the Family and Schools Together (F.A.S.T.) program, 1994-1996 and served as Lincoln Middle School Parent Liaison.
